巨大複合企業ウェブスコー社は同属で珈琲豆の国際カルテルを形成し価格操作をしています。オーナー社長であるロス・ウェブスターは、自由競争を主張するコロンビアが気に入りません。そんな時、社内に8万5000ドルの横領事件が発生します。給与計算職員ガス・ゴーマンがコンピュータ・プログラムを改ざんし端数をネコババしていたのです。ロスはガスを呼び出し、罪を咎めない代わりに、気象衛星をハッキングしてコロンビアに異状気象を起こすよう命じます。
